exchangePublish.sh rewrite

I think this script needs an update. I would like to rewrite it to more closely resemble the edgeNodeFiles.sh script and implement some more robust error checking and handling.

Maybe wait until we decide if we are going to define/implement a horizon service package format. If we do that, exchangePublish.sh will change a lot anyway.
