I have some thoughts on HIPAA and AWS here: https://github.com/dekses/hipaa-cloud-resources/blob/master/docs/IaaS.md#amazon-web-services (this is work in progress, adding more sections).

That's probably too much for inclusion in this guide but I could work on a shortened version.
