Add translations teams

To get #148 ready to commit, I'm removing the sketch I made for documenting the translation teams – because these teams don't exist yet as GitHub teams on the open-gitops GitHub org. This issue is to remind us to do that.

  • [ ] Invite folks who helped with each language translation to their respective team (they can choose to accept the invite to that team if they wish)
