Create Acceptance Criteria for Documents

There should be a acceptance criteria for people doing PRs for things like Whitepapers/Greenpapers/Patterns/etc.

Currently, we've only verbally agreed that "as long as it conforms to the principals it should be okay". While this is fine for now, we should eventually define these.
