Add a wizard to migrate old -> new style objects API registration options

DevOps engineers deploying updates do not have the necessary knowledge about the forms to decide on the correct document types if there is ambiguity, so migrating from legacy document type URLs to catalogue + description via a management command is not feasible.

Better is to implement a wizard in the web interface that shows forms that require migrating, and provide the tool/UI to do this migration. form designers can then make the necessary decisions.
