Store file component registration IOT as catalog domein/RSIN + omschrijving

Omschrijving / Description

It is currently stored as a URL but we should store it as catalog domein/RSIN + omschrijving. https://github.com/open-formulieren/open-forms/issues/4267 does it for the registration options so we should follow the same path.

This will require:

  • [ ] a management command to migrate existing components definitions
  • [ ] updating the formio-builder (this file)
  • [ ] updating the registration logic in the plugins, to not consider it as a URL anymore
