Translation should use form designer language to populate translations.

Form designers at this point have to provide 3 strings for 2 translations. The translation flow that is expected is: Build form in language X, add translations for language Y. Currently they are required to: Build in language X add tranlastion 1 for Language X add translation 2 for language Y

If they don't, the form will always show missing translations warnings, which technically might be true - it does not make sense for the form designer.
