Revert the move of form definitions/versions/variables/logicrules to miscellaneous menu

#3779 This change seems to make the form building experience worse, The move caused form builders to lose access to these menu items because they do not have access to the "Miscellaneous" menu because of their privileges.

While the "redacteur/editor" is still able to access form definitions directly (via a link) there is no way for them to access the menu.

We need to make sure the people building the forms will keep access to these items, and not mix them in a menu with typical administrator settings(?)
