As users tend not to read everything with full attention, they might miss a stated requirement for co-signing or payment. Having pressed 'Submit', they would then suppose that no more action was required. To help prevent this, a periodic reminder e-mail might be in place.

-in both the case of co-sign and payment: To the person who initially filled the form. -in case of co-sign: To the co-signer as well.

(-and possibly in case of payment: to the municipality so they might take manual action to contact the person who requested the product)
