chore: move Kavindu-Dodan to emeritus

@Kavindu-Dodan was a significant help in the first years of the project. He helped implement multiple SDKs, flagd, as well as helping with OFREP.

He's moved on to new things now, so I'm moving him to emeritus status in accordance with our policy and to avoid filling his email inbox with pings/questions.
