Split and update index.md and README.md

I think we should separate what goes into _index.md, which is displayed on the website vs what goes into README.md, which is displayed when you first access the repo, and should tell you about the repo contents.

cc @gabrielmocanu if this sounds like a good idea, we should also update the template-public repo.
