workflows: PR deployment is only triggered when first setting the `needs-rendering` label

The workflow for deploying PR content only does so te first time the needs-rendering label is set. Subsequent pushes to the same branch do not trigger the workflow. This requires fixing so every commit to the branch from where the PR is started triggers a new build + render.
