❓ How to post question in discussion forum?

My apologies for posting this question here, but I cannot seem to post in the Q&A discussion forum. I am logged into Github, but I have no button to create a new question. I can however post a reply in an existing reply. I have confirmed that I have the button in other Github discussion forums where I have posted before.

Anything I must do from my side?
