StatusCurrent and Previous Mapped Values

Some feedback from some jurisdictions is that we should considered adding 2 status for the mappings:

• Permit Expired - the permit has been issued but construction is not complete or no inspections have been requested before the permit expiration date
• Application Expired - Application has been submitted but not approved prior to expiration date.
