[Bug] LMTemplateParser和APITemplateParser行为不一致

重现问题 - 代码/配置示例

对APITemplateParser， 设置如下的meta_template，但是其中的system_prompt并没有出现在模型的input中

但是对LMTemplateParser，如上的meta_template会使得system_prompt出现在模型的input中，两者行为不一致。 LMTemplateParser多了对meta_template中begin字段的处理
