"Official" communities

There is a community called DFINITY which has a pay gate. Users assume this is an "official" DFINITY community and don't find out until they pay and join.

We could add blue tick for "official" communities. An opwner would submit a special proposal giving evidence that they speak on behalf of the community as described by its name and decsription.

I suppose if a community were to change its name/description then the blue tick would be removed and they would have to re-apply...?
