Allow group admins to easily find deleted messages for a user

Also an admin should be able to specify a reason when banning a user which should be viewable against the user and seen by the user in the OpenChatBot message they receive.

Together this should allow an admin to answer a user when they ask why their messages have been deleted or why they have been banned.
