The problem is that there is no place where bikers can share and collect data about bike safety, use and infrastructure.

VeloTexas App is a research tool designed to assist in making roads safer mainly for bicyclists.
Users (bicyclists) using the app allow us to identify bicycling routes. This data along with existing road safety data allows us to work with local cities and road safety partners identifying improvements and strategies that intend to make streets safer to bicyclists.
VeloTexas App is a collaborative effort mostly of Austin-based volunteers passionate about road safety, bicycling, and engineering. As we work with communities in making streets safer for users, the VeloTexas App is intended to evolve into a research tool used to planning, designing and operating safer roadways.
Data provided to VeloTexas App or collected through the VeloTexas App is voluntary and anonymous and it is to be used for purposes of improving road safety. Future modifications to the app will be communicated to users. City of Austin is investing $5,000 in ride report dash board. • How do you encourage community to adopt use? • Route suggestion feature coming soon • Can we get contact details Ride Report and offer to collaborate? • Can they release anonymous data from Portland to play with during the Hack? • What interest and bandwidth do they have for improving or bespoke modification of the app? • Could we create a user feedback loop. Point specific and segment specific feedback. • Can the City use this to track comments and then feedback to users when projects come forward? • What is the lifespan of a comment? When do they get archived? • Can comments lead down a route of advice to other apps like 311 instead of competing systems? • Hack should identify and develop functionality to make the app relevant to Austin • Can data from other sources be used such as the b-cycle. Ride data. Sharing from Human and Strava? • Why is this different? Because they are advocates and metrics give you power in your advocacy.

Sorry, I have been busy with work and have not been very active. I would love to take the project to ATX Hack for Change. I will check with the group to see if there is a consensus of interest, and will submit a proposal if it is a go.
Really sorry I didn't check this out in time to participate in teh hack for change. I worked on a personal project to identify risky locations for bikes & predestrians (places where people were injured).

The City of Austin and TXDOT are using different systems, Check out the presentation from TXDOT Vision Zero which has some data and statistics.

Many of these statistics are behavioral. A Place where TXDOT and its Data is Lacking in is:
- ENGINEERING: Bolster key initiatives for which Complete Street Design, Traffic Engineering, & Transportation Planning can prevent deadly or incapacitating collisions.
FHWA Pedestrian and Bicycle Crash Prediction Tool (PBCAT)
- Researchers at the University of North Carolina developed the PBCAT software package for FHWA to better understand these bicycle and pedestrian crashes and guide the selection of countermeasures. The data from the CR-3s were manually entered into the PBCAT software and exported to Excel® spreadsheets for further analyses.

@edireson, that does look interesting, though since that's a more aggressive take on improving bike safety than I'm used to seeing.
What happens with those violation reports? Would this tool encourage a sense of "bikes taddling on drivers", or is it simply somehow aggregated and shown to a few key people to identify what areas could use some infrastructure improvement?
The "About" in the NYC version says something to the effect of "Not a replacement for calling 311 or talking to your elected officials"
I concur with your line of thinking: a hotspot map that could be used in policy efforts with Austin Transporation Dept.
I would love to see someone use this to create a bike incident reporting tool.
