Reinstate existing user code

There is existing code that is currently commented out establishing the user URLs etc. that needs to be reinstated and tested for issues

  1. Create a new database to store user data.
  2. Add user database to settings/configs
  3. Add settings for sending emails (See #140)
  4. Uncomment user code; Add new user code
  5. Test account creation, verification, and login.
