OONI Probe cannot run tests when it's unable to speak to backend

Describe the bug

United airlines provides a free wifi tier that allows for access to messaging apps like imessage, rcs, signal, and more. While messages and pictures can be sent to/from these apps, larger files are blocked (at least in signal.) Ooni probe doesn't detect any connectivity to signal at all.

To Reproduce

  • board united airlines plane
  • connect to WiFi and select free messaging tier (this is only technically allowed on phones, so you have to use your browser's devtools to emulate a phone)
  • run scan, see that all probes fail, even though messaging is available in some capacity.

Expected behavior

  • At least some connectivity is available since messages can be sent

It seems to me OONI probe can't connect to OONI backend.
