Add CertPathValidationPolicyId to AuthorizationServer & StorageConfiguration

This add the CertPathValidationPolicyId to the two configurations that were missing it.

Ah, I wasn't aware elements ordering was significant. Moved them to the end. Also updated to use xs:string in the devicemgmt!
