Migrate to Java 11

Given that Java 8 support is running it in a few months (https://endoflife.date/java), we should migrate to Java 11. Also blocking some issues such as #934

I just released ROBOT 1.8.2. My plan is that it will be the last version to support Java 8. I'll mention that when I send an announcement email.

Let's wait a few days to make sure there are no major problems or objections, then let's update everything to a minimum version of Java 11 and make another release.

We just released 1.8.3 and it still supports Java 8. I'll include a notice about our plan to drop Java 8 support in the release announcement today.

With the release of 1.8.3 I emailed obo-discuss and obo-tools mailing lists informing everyone of our plan to drop Java 8 compatibility. I didn't hear any objections. So let's require Java 11 going forward.
