New report check: versionInfo

The OBO versioning principles:

Recommend that ontologies publish owl:versionInfo alongside our version IRIs. We should add a simple report check for that; its super quick, so I don't have any performance concerns adding it.

Would it make sense to also check that the versionInfo value is a substring of the version IRI?

I interpret his comment as agreeing. :-) I don't think the substring relationship is any kind of defined feature of these properties, but might be a good convention for OBO ontologies.
