Lookup missing translations

  • added rake task which can find missing translations (i18n_timezones:lookup_missing_translations)
  • added some missing timezones to de and ru translations
  • added fi, no, sv and th locales with timezones native speakers live in
  • added some dirty hack to nn and nb locales support (in "no.yml")

As far as i see, tests requires me to transalte all AR timezones. At this point it is very difficult, so it seems that this PR should be either delayed or fi no sv and th basic translations should be separated into another PR / probably live forever in fork's branch.

So i can remove all parts of this PR you are not interested in and leave changes in my fork's branch, if you want
