[bug] Layer disappears when clicking outside frame to deselect

Describe the bug

When I'm editing and deselect something, it should be applied immediately. If I deselect by clicking inside the frame, it works right away. But if I deselect by clicking outside the frame, that layer gets hidden or appears not to be applied. The layer appears again when I select the frame again.

This creates problems for users. It can be hard to select the right layer when there are many complex layers. Also, even though it's not public yet, users will have to search for layers in the layer panel, which is inconvenient.

I think this is a hard reproduce because it's likely the wrong layer being selected. Go for it @AdeboyeDN but it might be a very tricky one.
