Compare DLC and mod list upon game join

Compare enabled DLCs and mods. In case of difference - prompt an error to the user saying what is the mismatch.

I've restricted currently supported content to vanilla only (e9e7d20df490bd7a80136c2dff1c80a2bbf75f7a), since we plan to support it first.
