Investigate implications of `EIP-7702` on COAs

@joshuahannan I made a mistake yesterday, after looking at it more clearly it should be possible using this to deploy COA.

@joshuahannan @devbugging this is something else iirc, I think I raised this; the issue was existing COA being able to use 7702 ( as we use COA with flow wallet ) but it turns out it doesn't make much sense.
