Cannot deploy project when using simple config syntax for contracts

Related to a bug report in discord https://discord.com/channels/613813861610684416/1228032727115108403/1229163434076147752. If the user tries to use the "simple" syntax for contracts in the CLI, the contract does not get deployed with flow project deploy

This bug should be confirmed first as it is possible that there were other issues with the configuration
