Create FLIP for FCL Events + `authn-refresh` rework

This task is here to track the creation of a FLIP for the authn-refresh rework.

Requirements:

  • Wallets (extension, HTTP, WalletConnect) must all be able to push authn-refresh events to wallet
  • Process standardized for other event types
  • Fault tolerant (clients cannot miss events)
