[FEATURE] Update JSON-CDC encoding for Cadence 1.0

Issue to be solved

There are some changes coming to JSON-CDC in Cadence 1.0. We need to make sure that FCL is up to date with these changes - ideally backward-compatible.

• add Capability id field
• add InclusiveRange decoder
• add Reference authorization (is this necessary? seems like Reference may not be used right now at all?)
