Upgrade CVAT

Upgrade requirements:

  1. Upgrade to latest version of CVAT.
  2. Upgrade Onepanel plugins.
  3. Support InferenceService instead of Nuclio - We need to see if we can support this directly as a plug-in or provide wrapper APIs

@FanQiePy Yes, we are about to release our latest version with serverless inference APIs. We will then upgrade CVAT and integrate it with this API to support automatic pre-annotation.
