Undo closed tab is having problems

On 123 Keep menu open setting is gone from context menu's closed tabs list sub-menu. It still in the toolbar button menu.

I'm not sure about this but reopened tab seems not obey any focus setting. Should it obey history setting? Anyway it now always take you to the tab just been reopened.

1. I disabled Keep menu open on History menu in November 2022 commit: 902ea87, I don't remember why I did that. If I will add it back I think we should set different preference for Keep menu open on History menu and on toolbar.

2. We never had an option to open closed tab in the background.
