Gem support for ARM (nokogiri, sqlite3)

@larskanis In the ARM support PR https://github.com/oneclick/rubyinstaller2/pull/399 you mentioned that several gems do not install without --enable-system-libraries

[ ] nokogiri has PR raised to fix it
[ ] sqlite3 -- no PR yet?
