add proxy lib tests without LD_PRELOAD + needed fixes

  • add tests w/o proxy lib to reusable_proxy wflow
  • cleanup ctors/dtors and remove priorities
  • initialize logger once (except tests)
  • do not destroy proxy lib pool before umf lib
