Improve handling of kernel names

We may remove extra code when dealing with kernel names according to suggestion from https://github.com/oneapi-src/oneDPL/pull/521#discussion_r811429212

Another suggestion is to distinguish default/custom kernel names in make_wrapped_kernel-like functions, but not in _HasDefaultName in the lower layer.
