Broadly speaking this looks good to me. My comments are all minor optional suggestions.

I am a little sceptical about the utility of runtime dimensions generally though. Given that brgemm is a very lightweight API, it does feel like it would be more natural for the caller to handle changing dimensions by regenerating the brgemm object.
