[CI] Update dpcpp compiler for public CI

Description

Currently set to 2023.2.1, upgrade compiler to 2024.0

Changes proposed in this pull request:

  • upgrade GPG keys
  • upgrade dpcpp compiler

@napetrov @homksei , I was forced to delete some fpga lines that I didn't understand. Could you give this a look to make sure I haven't done anything wrong?
