Implement ability to export data from web

Add a feature on web that allows users to download data already on web (similar to the bulk upload tool - but this will be an export tool).

Use case: If user currently wants to upload school kits to 100 schools, they will need to conduct a search for 100 schools, and copy tthe Sp ID onto the CSV tool. Then upload once they have added all the IDs via the bulk import tool. This user story: I have school kits to 100 schools that I need to distribute school kits. I want to be able to download details for these schools and add invenory to them without having to search for individual school details. I would then like to upload these 100 schools and their inventory back to the system as a one-time action. I should be able to also filter out the schools nbased on their location- by region, district, or commune- like we search on Akuko.
