Add Xaxos outcasts option

It would be great to have an option to choose on a per play and per campaign basis whether to add the Xaxos Outcasts option. If it isn't used, the Xaxos specific market cards could be avoided and if it used they could get a higher probability to be added.

@therobbot great idea. It would probably be best to have some kind of weighted marked. We already implemented keywords inside our data for this, because we anticipated that we might do something like this some day. @jannydiamond this also might be something you could tackle, if you'd want to :)
