retire DOWNLOAD_CODES

its usually best to assume DOWNLOAD_CODES=1 for this to happen makefiles must:

  • [ ] check wether src is already available
  • [ ] clean must remove build artefacts
  • [ ] distclean must remove downloaded src code
  • [ ] specials are DALES that have options on the DOWNLOAD_CODES, thats fine its just that the default for DOWNLOAD_CODES changes from not to yes
