[ADMINISTRATIVE] Create a Data Governance Policy

Related to #23 and #1 in order to properly make use of the data to allow for features like #17, we need a solid Data Governance policy to allow users to feel comfortable and safe with their data with us and enable sharing of anonymized data.

Something else to consider are the EU/California's right to be forgotten and a deletion policy.

I guess I'll take this on, professionally I do Data Management and I hire Data Governance people so I guess it makes sense.
