Cultivate and boost our W3C technical leadership - split the chairs accordingly based on better fit.

From Champions Meeting on July 29, 2022. We believe we could better serve our community by decoupling our W3C chair role. We posit that we could better serve in W3C with technical co-chairs serving in our w3c seats, and operational co-chairs that are not W3C chairs.

OMI is a community first. As we have seen with our champions effort, there are more leaders here than accounted for with the w3c role.
