Server is locked after barracuda upgrade

Debian 9 fresh VPS. Installed BOA without problems, it worked fine (for a few minutes) but later after running upgrade barracuda up-stable VPS locked itself. It seems that my SSH client did some aggressive reconnect or smth.

Now the strange part: I removed my IP from csf.deny, enabled testing mode, even stopped csf, but still cannot connect to it in any way: connecting http, ping, SSH client does not work, DNS is fine. I can connect only through hosting provider integrated web terminal.

Uninstalling CSF does not solve the problem. Server is still locked.

What could be the reason of such behavior? Any ideas how to fix it?

can confirm this again: after upgrade http is unreacheable, cannot login with password, access denied
