`bfconvert` to DICOM writes too much on a DS ValueType field

This is an issue related to this one on libdicom (https://github.com/ImagingDataCommons/libdicom/issues/105).
Basically, converting a file to .dcm with bfconvert produces a file that libdicom is unable to open due to PixelSpacing being too long.
I was advised to also open an issue here, on top of the one already opened, please tell me if this isn't the right place to.

Specifically, while converting a Hamamatsu sample from https://openslide.cs.cmu.edu/download/openslide-testdata/Hamamatsu/, bfconvert populates PixelSpacing as follows, which exceeds the limit of 16 characters for the DS DICOM VR.

Thanks, @arngaillard and @fedorov. #4379 is one way to resolve this, and is something we're evaluating for the next release of Bio-Formats. Any feedback on that change would be welcome.
