bfconvert: Image plane too large when downsampling lower resolutions

In this scenario the conversion is using 1024 x 1024 tiles and attempting to generate 6 resolution levels. At the lowest level the required size of the original image required for the downsampling will be 32768 x 32768 (in the particular example it is actually 32768 x 30208 x 3 x 1) which is over the 2GB internal limit.
Reducing the tile size or lowering the number of resolutions should prevent the issue, however in an ideal world the converter could handle this scenario in a smarter manner. The proposed solution would be for the tiled converter to recognise the scenario when the size limit would be exceeded and instead carry out the downsampling itself in a tiled manner internally.
