Ok, it looks like we were missing a default value for urban_explicit_ac for Clm45. The failures were in generating the namelist. Fixed that and rerunning tests.

Tests are now performing as expected. Now will try to merge ctsm5.1.dev176, which has some namelist conflicts.

@cathyxinchangli , Yes, if you could point me to your file that has P_AC with CTSM52 tbuild values on it consistent with Oleson and Feddema, that would be great, thanks.
