Allow tools to be started in interactive mode after setup

There are many use cases for opening a EDA tool in interactive mode. FuseSoC should make this easy by adding a command-line switch or similar to open a tool in interactive mode after configuration, but before building

This will most likely be mostly an edalize issue, but keeping it here for potential additional useability improvements to fusesoc.
