Frame-by-frame doesn't work

If you press the left / right arrow keys to find a specific frame, the frame will loop in reverse when you go backwards by pressing the left key. Also, when scrolling frame by frame generally, the video loops backwards and forwards for some reason as if somebody chopped and screwed the footage. For this reason I am never sure if I'm on the right frame or not, so I can't find the start of a section and cut it out.

This problem occurs even when you click "split clip"
