Looks like Microchip has re-dis-organized their web site, and the link to WinCUPL is no longer valid. I think that this one might be correct: https://www.microchip.com/design-centers/fpgas-and-plds/splds-cplds/pld-design-resources

Also, please note that apparently Microchip has taken over Atmel, and in many places what used to be listed as Atmel chips are now listed as Microchip.

I was aware of it, but you are right the re-branding is slowly progressing to wider scale of products.
