Bankbg don't stretch with small bank enabled

@gc I figured you could look into this still. it'd be nice to use small bank & have the image stretch with opening mass quantities.

What I found out:

so I've always been a small bank enabled kind of guy never thought anything of it until I noticed some bank images fill when they do a mass opening but I'm used to all of my images cutting off and being blank.

so I did some digging after magna said all bank images are same size and then said to put a github issue.

before I wrote this, I found this answer from trial and error and search history in the server:

/config user toggle: small bank images (currently on) images cut. and don't fill properly on bigger bank images

the unfortunate solution:

in order for the bank images to look amazing like their supposed to this has to be the setting... /config user toggle: small bank images (currently off)
